Europe felt a moment of respite on Monday, as the tension sparked by the announcement of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of conflicting incidents captured the harsh reality of the current period. By day, political struggles are fought: positive announcements are released from various governments. Immense energy is expended on containing specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the main instrument for achieving "peace".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from Russian territory, a capability provided through current data. From witness perspectives, military aircraft that had been scrambled to engage hostile guided weapons flew past – sophisticated military planes provided to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense engaged: multiple launches fired to intercept a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by Western nations. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly gives way to sober acceptance: maybe the approaching threat won't strike its target this time, preventing destruction from ruin and another blackout.
Continuous Dangers
Soon after, a large-caliber weapon opened up on a unmanned aircraft close by, part of a mobile-fire group – probably Western-made equipment. Regrettably, the bullets missed the hostile drone – it continued its flight toward its objective.
Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on international aid – a reliance that regional partners are clearly incapable to replace in the near term.
Failed Diplomacy
The comprehensive proposal from US administration provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new proposal from American administration unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually secure success. This trend will, no doubt, continue.
Tactical Assessments
It is easy to blame particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a principle well known to experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration believes that it is unrealistic to force Russia to abandon the areas that it presently holds in Ukraine's south or east.
The challenge is that while acknowledging this situation, American administration does little to deter Moscow, through statements or actions, from thinking that the situation will not evolve additionally in its benefit in the near future.
Divergent Views
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's government remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a total frontline collapse until conditions improve in its benefit.
Current Realities
Factually, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their priority does not switch to domestic problems. And although their task will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Conclusion and Outlook
It took a just a single week to eliminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all did their job.
While new initiatives based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and demonstrate specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, primarily depend on sustained allied backing.
